Review Process

How Complaints Are Handled

The Continental Marshal Service receives complaints, gathers available evidence, documents its findings, and submits completed investigative reports to the appropriate Common Law Grand Jury for independent review.

When that body determines further action is warranted, it may issue written findings or directives—including documents described within its process as arrest warrants, search warrants, subpoenas, or other orders—for referral or action consistent with applicable law.

The Continental Marshal Service may receive, document, and review allegations involving:

Unalienable-rights violations against the American people by government employees or others acting under claimed governmental authority.

Abuse of office, official misconduct, or misuse of entrusted authority.

Deprivation of rights under color of law.

Public corruption, bribery, kickbacks, or conflicts of interest.

Fraud, false representations, forged documents, or falsification of public records.

Theft, unlawful conversion, embezzlement, or misuse of entrusted property.

Identity theft, financial fraud, banking fraud, and consumer-reporting fraud.

Mail fraud, wire fraud, and deceptive commercial practices.

Unlawful seizure, destruction, withholding, or conversion of private property.

Alleged foreclosure, eviction, or property-sale misconduct involving fraud or denial of due process.

Assault, battery, unlawful restraint, kidnapping, or other conduct causing an identifiable victim harm.

Human trafficking, forced labor, exploitation, or abuse of vulnerable people.

Witness intimidation, retaliation, evidence tampering, or obstruction of a lawful investigation.

Criminal conspiracy or coordinated conduct intended to defraud, harm, or deprive people of protected rights.

Other documented conduct involving an identifiable victim, measurable harm, and credible supporting evidence.

Online Information Report

Provide information about a suspected crime.

American State Nationals and State Citizens may use this form to report suspected wrongdoing involving an identifiable victim who experienced physical injury, financial loss, property damage, or another measurable harm. CMS does not accept reports alleging a victimless crime.

Anonymous reports are accepted.
