To the American People

I want to take a few minutes to speak directly to you about the Continental Marshal Service, where we are today, and where we are headed.

A lot of work has been going on behind the scenes. Marshals across the country are training, getting organized, and preparing themselves for the responsibility that comes with protecting the American people.

The people stepping forward to do this work are doing it because they believe there is a need. They believe people deserve somewhere to turn when they feel they have been wronged, when their rights have been violated, or when serious complaints have gone unanswered.

We are reaching the point where we need to move beyond training and organization and begin doing the work.

We hear from Americans who believe they have been victims of fraud, abuse of process, financial misconduct, improper seizure of property, document fraud, abuse of authority, and other serious wrongdoing.

Those complaints deserve to be heard.

That does not mean we assume every accusation is true. We won't. A complaint has to be documented, the facts have to be examined, and the evidence has to lead the investigation.

One issue that concerns me greatly is the number of Americans who say they have lost their houses through foreclosures, banking disputes, court proceedings, and sheriff's sales. A house may represent everything a family has worked for over a lifetime. When someone claims that process involved fraud, misconduct, or a violation of their rights, the facts deserve a serious examination.

We are also hearing concerns involving consumer reporting, banking and financial practices, false or questionable documents, abuse of authority, and other matters affecting everyday Americans.

The Continental Marshal Service intends to receive and examine legitimate complaints brought to us. When the evidence supports further action, and when the law and proper jurisdiction authorize it, the appropriate lawful process will be followed. We are here to do the job!

We are not interested in rumors, revenge, personal arguments, or making accusations simply because someone is angry.

We want facts.

We want documents.

We want evidence.

And we want every investigation handled fairly.

The rights of the Lawful person making the complaint matter, but so do the rights of the Lawful person being accused. Due process has to apply to everyone. That is the only way an investigative service can earn the respect of the people it claims to serve.

As we continue organizing throughout the country, we also have to face a practical reality.

We need help getting the Continental Marshal Service fully operational.

Many of the people working to build this Service are volunteering their time. Marshal stars are already being distributed, but a star alone doesn't give someone the equipment they need to do the job.

We need uniform patches, shirts and pants, identification and credentialing materials, communications equipment, investigative equipment, training materials, recordkeeping and case-management systems, office supplies, and other basic tools necessary to operate professionally.

We also need to build a national public website for the Continental Marshal Service.

That website is one of my personal priorities because I believe the American people should be able to see who we are, what we are doing, how we operate, and how to contact us.

It should explain our mission, leadership, organization, training standards, public notices, and the process for submitting a complaint.

As investigations are completed, there may also be matters that can properly be made public. When something can lawfully and ethically be released without harming an investigation, violating someone's privacy, or interfering with due process, I believe the people should be informed.

I want transparency to be part of the foundation of this Service.

If we expect the American people to trust us, then we have to be willing to show them what we are doing.

The same applies to money.

Every dollar entrusted to the Continental Marshal Service needs to be accounted for.

Paula Garcia has agreed to serve as Treasurer for the Continental Marshal Service during this organizational period. She will assist us in establishing the financial records, procedures, and accountability needed as we continue building the Service.

But I do not want financial oversight to rest in the hands of one person.

We are also seeking State Chairmen and American State Nationals who are willing to serve on a Financial Oversight Committee for the Continental Marshal Service.

The purpose of this committee is to provide an additional layer of transparency, review, and accountability regarding funds received by the Continental Marshal Service and how those funds are budgeted, authorized, and spent.

Our goal is to establish a committee consisting of 12 American State Nationals, along with The Fiduciary for The United States of America, to provide independent financial oversight and help ensure that resources entrusted to the Service are handled responsibly and in furtherance of its mission.

Individuals serving on this committee should be willing to review financial reports, expenditures, budgets, and supporting documentation and to raise questions whenever clarification or additional documentation is needed.

Strong financial oversight helps protect the integrity of the Service, the people serving within it, and the Americans whose support makes its work possible.

I believe strongly that the people should be involved in the Service that exists to protect them.

This should never become an organization where a handful of people make every decision behind closed doors and simply tell everyone else what was done.

If this is truly a Service to protect the people, then the people should have a meaningful role in its oversight.

That means financial accountability. It means transparency. It means open communication. And it means making sure the Continental Marshal Service stays focused on the reason it exists in the first place: Protecting the American people.

For those who believe in what we are trying to build and are in a position to help, I am asking you to consider contributing toward the equipment and operational needs of the Service.

It's about building a Service for the American people.

We need people from different backgrounds and walks of life who are willing to learn, train, work together, and put service before themselves.

We especially welcome retired military members, men and women alike, as well as other Americans who feel called to protect the people.

You do not have to come from a law-enforcement background to have something valuable to contribute. A national Service requires people with many different skills, including investigations, administration, communications, technology, research, finance, recordkeeping, training, and other areas.

There are many ways to serve.

What matters most is your character, your willingness to learn, your professionalism, and your genuine desire to protect the American people.

We want the American people involved in the Service that exists to protect them.

That principle matters to me.

If we are going to say this is a Service to protect the people, then we need to give the people an opportunity to become part of it—not only as Marshals, but as volunteers, advisers, professionals, committee members, supporters, and citizens willing to contribute their experience and abilities.

I also want to make one thing very clear.

Carrying a title doesn't automatically earn anyone respect.

Wearing a Marshal star doesn't automatically earn anyone trust.

We have to earn those things by the way we conduct ourselves and by the work we do.

People will judge the Continental Marshal Service by our professionalism, our honesty, our fairness, our transparency, and whether we actually stand behind the principles we claim to represent.

That's the standard I want us held to.

There is a lot of work ahead of us, and I don't pretend that everything will happen overnight.

But we are moving forward.

We are training.

We are organizing.

We are putting the pieces together.

And we are preparing to serve.
